PUBLIC NOTICE PROPOSED PLAN RELEASED FOR PUBLIC COMMENT, RESTORATION ADVISORY BOARD MEETING, AND RECORD OF DECISION SIGNED PROPOSED PLAN ISSUED FOR MRS FR004, FORMER PRACTICE MORTAR RANGE, AT JOINT BASE MCGUIRE-DIX-LAKEHURST The Department of the Air Force and Joint Base McGuire-Dix-Lakehurst (JB MDL) invite public comment on the Proposed Plan for Munitions Response Site (MRS) FR004, Former Practice Mortar Range, located at Dix. The Proposed Plan addresses the potential risk for munitions and explosives of concern (MEC) at MRS FR004. The Air Force evaluated four alternatives and is proposing a magnetometer (mag) assisted MEC clearance known as “mag and dig”. The proposed action will address the potential hazards and ensure the MRS is safe, compatible with planned future land use, and protective of human health and the environment. Copies of the Proposed Plan are available for review beginning Monday, 20 September 2021, at the Burlington County Library located at 5 Pioneer Blvd., Westampton, NJ; at the NJDEP Records Custodian, 401 East State Street, Trenton, NJ (call in advance of visiting, 609.341.3121); and, at the U.S. EPA Region 2 Record Center,18th Floor, 290 Broadway, New York, NY (call in advance of visiting, 212.637.4308). Proposed Plan Public Meeting (Virtual) The Air Force invites the public to attend a meeting on Thursday, 30 September 2021, 6:00 p.m. The meeting will be virtual via MS Teams. Public Comments Community input is integral to the remedial alternative selection process. The public is encouraged to review and provide written or verbal comments on the Proposed Plan during the 30-day comment period (20 September to 19 October 2021). RESTORATION ADVISORY MEETING – PUBLIC INVITED TO ATTEND (VIRTUAL) The RAB meeting will immediately follow the public meeting, starting at approximately 6:45 p.m. and ending at approximately 8:00 p.m. The RAB meeting provides an update on JB MDL environmental restoration projects. RECORD OF DECISION SIGNED FOR MCGUIRE OPERABLE UNIT 1 The Department of the Air Force and Joint Base McGuire-Dix-Lakehurst announce the signing of a Record of Decision for three sites at the McGuire Operable Unit 1 (two soil-capped landfills referred to as Sites LF003 and LF004 and a former Defense Reutilization and Marketing Office Storage Facility referred to as Site ST007) to address contaminated soil and groundwater. The remedies selected for LF003 and LF004 are Optimized Soil Covers, Land Use Controls, and Long-Term Monitoring of Groundwater and Surface Water. The selected remedy for ST007 is Land Use Controls. The selected alternative will provide protection of human health and monitoring while causing less disturbance to the sites than clear cutting and installing full caps. The U.S. Environmental Protection Agency signed the Record of Decision and the New Jersey Department of Environmental Protection concurred with the selected remedies.
